Improving the efficiency of digital transformation in public administration is one of the Government's key priorities. Significant work has already been done to modernize processes and implement modern solutions—from digitizing document management and transitioning to electronic public services to introducing analytical platforms for project management. The Congress will become a platform for summing up this work, exchanging best practices, and defining the next steps in public administration development.
    • Valentina Matviyenko
Chairwoman of the Federation Council of the Russian Federation
Achieving national development goals is impossible without improving the quality of management—both public and corporate. Today, this is one of the most pressing tasks. State civil servants equipped with modern knowledge in economics, law, and digital technologies can effectively tackle complex challenges and make balanced decisions. Their ability to respond to the challenges of our time directly impacts people's quality of life and the country's competitiveness.
At the same time, traditional requirements for a manager's personal qualities remain fully relevant: the ability to work in a team, reliability, self-demandingness, openness to the new, and focus on the interests of the Fatherland. The quality of management is largely determined by the quality of the laws underlying it. Guided by this principle, we closely interact with managers, taking into account their experience and wishes.
I wish all Congress participants productive and constructive work! The effectiveness of public administration and the growth rates of our regions will largely depend on the results of your professional dialogue and the decisions you make going forward.
    • Sergey Sobyanin
      Mayor of Moscow
A multitude of diverse challenges facing our country requires a comprehensive response. Therefore, today more than ever, the consolidation of the best management teams and the synergy of government, business, and civil society are essential.
The Governance Congress is intended to become an important platform for constructive dialogue, whose task is to go beyond routine discussions and propose systemic solutions.
I am confident that the rich practical experience of Moscow and other regions can serve as a basis for improving legislation in public administration, enhancing the qualifications of civil servants, and forming a community of professionals capable of solving ambitious tasks for the future of Russia.
    • Anton Kobyakov
Advisor to the President of the Russian Federation
Key tasks of the Congress include developing practical mechanisms to strengthen interaction between government, business, and science, as well as synchronizing work within the power vertical—from federal ministry heads to municipal-level specialists.
Today, more than ever, it is important to unite the efforts of government authorities, the expert community, and business at all levels, coordinate joint actions to strengthen and scale the best existing practices, and develop new approaches to managing the country's development. The Congress will become a unique platform where professional dialogue turns into real proposals and new ideas.
    • Alexey Komissarov
      Rector of the Presidential Academy
The First International Governance Congress will bring together the best domestic and foreign experts. Its mission is to analyze existing and seek new models of state regulation that help respond to today's challenges. We expect a relevant discussion on the tasks facing the public administration system in the near future and plan to discuss key principles for training a new generation of specialists who will take responsibility for the country's future.
