    How to Become a Congress Participant?
    Applications for participation in the Congress are no longer accepted.
    Thank you for your interest in the International Governance Congress.

    • Online broadcasts of the plenary session and other business programme events will be available on the Congress website.
    • The plenary session will also be broadcast live on vgtrk.ru/russia24.

    WHAT KIND OF VISA DO I NEED?
    If you need a visa to enter the Russian Federation, you can apply for one of the two following types of visas
    • The badge is personalized and may not be transferred to third parties.
    • If your badge is lost or damaged, you should contact any accreditation desk or Help Desk. A lost badge will be blocked and a duplicate will then be issued based on a written application from the badge holder.
    • You must carry your badge and identity document (passport) with you at all times when at the Congress venue. The badge must be worn in a visible place.
    You must have an activated accreditation badge to enter the venue of the Congress.

    The badge contains information about its holder: last name and first name in English, organization, participation category, photo, and the event insignia.

    Please leave items prohibited at the venue at your accommodations
    Upon arrival, each participant will have to go through the access control procedure. You may be asked to turn on your phone or laptop and show other equipment that you brought to the venue.

      Deputy Chairman of the Government – Head of the Government Staff of the Russian Federation
      Improving the efficiency of digital transformation in public administration is one of the Government's key priorities. Significant work has already been done to modernize processes and implement modern solutions—from digitizing document management and transitioning to electronic public services to introducing analytical platforms for project management. The Congress will become a platform for summing up this work, exchanging best practices, and defining the next steps in public administration development.

      Achieving national development goals is impossible without improving the quality of management—both public and corporate. Today, this is one of the most pressing tasks. State civil servants equipped with modern knowledge in economics, law, and digital technologies can effectively tackle complex challenges and make balanced decisions. Their ability to respond to the challenges of our time directly impacts people's quality of life and the country's competitiveness.
      At the same time, traditional requirements for a manager's personal qualities remain fully relevant: the ability to work in a team, reliability, self-demandingness, openness to the new, and focus on the interests of the Fatherland. The quality of management is largely determined by the quality of the laws underlying it. Guided by this principle, we closely interact with managers, taking into account their experience and wishes.
      I wish all Congress participants productive and constructive work! The effectiveness of public administration and the growth rates of our regions will largely depend on the results of your professional dialogue and the decisions you make going forward.
